A bill that would not criminally punish abortions as a result of rape or incest failed in committee after a heated debate.
HB1884 would exclude the offense of criminal abortion for procedures performed on those who were impregnated as a result of rape or incest.
The proposed law that failed would have also protected situations where an abortion was deemed necessary “due to a medical emergency affecting the physical or mental health of the pregnant person.”
Rep. Yusuf Hakeem (D-Chattanooga), the sponsor of the bill, says between nine to 11 states have some exceptions regarding these cases.
