Repeat offenders are back on the streets committing more crimes.
Metro Police say Carl Jerome Hamilton has been charged with 105 offenses in Nashville since 2007.
Hamilton most recently is accused of raping and kidnapping a female Amazon delivery worker inside a Nashville apartment mailroom downtown.
